The Garifuna live on communally owned land around the area and have their own distinct language and culture. It has been slowly but surely working its way to becoming an important beach destination. Tela has been the site of a pilot program aimed to create the Tourist Police. The result has been outstanding, with a force of 20 bilingual, friendly tourist police officers.
